It is said that the strategy of the Government to offer efficient and consistent healthcare services in rural regions have failed to reach Himachal Pradesh. The state suffers inadequate manpower, including physicians, and has a requirement of infrastructure as well underutilization of the finances.
It has been found that 75% of the Rs. 55.75 crore, which the State Government received from the Centre under the National Rural Health Mission (NRHM), is not yet spent.
The Comptroller and Auditor General of India (CAG), on Tuesday, in its newest report which was listed in the Assembly by Chief Minister Prem Kumar Dhumal, revealed some conspicuous indiscretions in the execution of the plan.
According to the report, badly equipped health organizations, lack of physicians and haphazard opening of medical institutes had led to disorder for which remedial actions, if taken up, would provoke further troubles.
The report stated, “Underutilizations of the funds was mainly due to lack of planning. There was no database for meaningful assessment of healthcare services and identification of the gaps for future course of interventions”, the report said.
According to the CAG, throughout 2005-09, not even one region in Himachal Pradesh set action policies, due to which the outlook plans for the execution of the plan till 2012 was not ready at the state level.
